Mr. Victor Con Tow is an Australian, having a Bachelors of Engineering from Sydney University. Before DOER Trust, Mr. Vic Tow worked as Commissioning Engineer at Union Carbide and Unilever in Australia and later as Commissioning Engineer for United Mission to Nepal. He came to Pakistan in 1978 and served as a consultant with Young Men Christian Association (YMCA) Technical Institute until 1986. As a consultant he worked for community development, NGO capacity building and human resource development. During his work he observed that the Christian Community and Church Institutions had lot of potential and resources that could be utilized more effectively and efficiently to bring about positive change within the Church and it’s intuitions and that would result in the betterment in the lives of overall Pakistani community that these Church based institutions’ serve.

In 1986, Mr. Tow along with other concerned Christian Leaders mainly Col. Able (Late) laid the foundation of Development of Existing Resources Trust (DOER Trust) with a mission to build the capacity of Christian Institutions, NGOs and its personnel so that these institutions could work to their full potential and benefit everyone. DOER Trust got registered with Securities and Exchange Commission (SECP) of Pakistan under section 42 of companies ordinance 1984 and Mr. Tow took on the responsibility of serving as first Chief Executive Officer (CEO) of DOER Trust. DOER Trust is considered to be one of the pioneer organization’s working on Capacity Building due to Mr. Tow’s efforts. He designed and developed a number of trainings which are still used by DOER’s team for providing training. He also introduced the culture of evaluations and capacity building among the Church organizations which is still being carried on by DOER other different consulting firms and NGOs working as of today. In 1999 Mr. Vic Tow returned to Australia while DOER Trust carried on with his vision and mission to strengthen the organizations that serve the communities across Pakistan.
